In general terms according to the EU SEVESO II Directive you must:

Ensuring compliance with BEKRA is complex and demanding. It requires you produce a Major Accident Prevention Policy (MAPP), undertake major accident risk assessments and evaluate your emergency plans. The Seveso Directive deals with occurrence such as any of the following resulting from uncontrolled developments in the course of the operation of any establishment, and leading to a serious danger to human health or the environment, immediate or delayed, inside or outside the establishment, and involving one or more dangerous substances:
Under the ongoing European harmonization process Turkey has implemented the EU Directive on the Control of Major Accident Hazards (COMAH) involving dangerous substances. The relevant Turkish legalisation to implement COMAH, known as BEKRA, was established to help companies comply with the SEVESO II Directives. Their main aim is to prevent and mitigate the effects of major accidents involving dangerous substances, such as chlorine, liquefied petroleum gas, explosives and arsenic pentoxide which can cause serious damage/harm to people and/or the environment.
Between 2012- 2014 the Turkish Ministry for Environment and Urbanization with the support of the EU IPA program implemented a pre assessment technical assistance project to strengthen the capacity of all the major stakeholders on the scope, method and practices of BEKRA and also make stakeholders aware of their liabilities.
