BER Assessor FAQ

Target Audience
BER Assessors should have a National Certificate Level 6 Advanced Certificate/Higher Certificate in construction studies or other cognate discipline or equivalent, such as significant relevant experience.  Course Cost is negotiable - group and other discounts available. 

As of Jan 2010 there were over 1986 registered assessors. A total of 6, 893 people (including those currently registered) have successfully completed BER Assessor training courses. It is expected that some proportion of these qualified people can be expected to go on to register with SEI. SEI estimates that the equivalent of 1,000 full time active BER assessors would be required to meet the demands of the residential BER market.

Course Technical Details

Course Title: BER Assessor Course

Sustainable Energy Ireland (SEI) is the regulatory body for Building Energy Rating (BER) assessments in Ireland.  It sets out the requirements which all validated training courses must meet, and is the body which registers Assessors.   To become a registered BER Assessor you must complete an SEI-listed training course, pass the SEI Domestic BER Examination and register with SEI.   CMSE is an SEI-listed provider of BER Assessor courses.  .

CMSE BER course outline

At CMSE we have developed our own training material for the course, which is a Further Education and Training Awards Council (FETAC) approved course (module D30189 Level 6).  It covers all aspects of the knowledge and understanding to meet SEI requirements and assist candidates to prepare for the assessment.  Areas covered by the course include:

  • Background to Energy Performance of Buildings Directive
  • Building Regulations Part L and Technical Guidance Document to Part L
  • Background to Dwellings Energy Assessment Procedure (DEAP)
  • BER Administration - National Administration System
  • Building Construction and Lighting Assessment
  • Building Energy Performance - Fabric and Ventilation Systems
  • Space and Domestic Hot Water Heating Systems and their Controls
  • Overall Energy Performance, CO2 emissions and BER Labels
  • Advisory Reports for Dwellings
  • Design Advice Opportunities

Duration
 5 days (full-time or part-time). The course is also available as an evening course. 

Assessment
We assess candidates in three separate areas:  4 case study assignments (50%) ;  10 short answer questions (10%) ;  Practical BER assessment (40%).     NB Attendees need to acquire a mark of over 70% in each section of the examination in order to register with SEI as a BER assessor.
